The Housing and Financial Services Department provides integrated services that focus on improving the financial situation for low-to moderate-income families by helping people boost earnings, reduce expenses and make appropriate financial decisions tat lead to asset building.  The departments provide individual and families with services across three critical and interconnected areas:

  1. Employment placement, job retention, and skill improvement;
  2. Financial coaching and counseling; and
  3. Access to income supports/public benefits

The housing and financial Services Departments employ the following approaches in the implementation of the model and service delivery:


  • Three core services offered in a single location
  • Intentional bundling of services through program design
  • Multidisciplinary case staffing
  • Utilization of outcome data and systems to enhance program design and client outcomes
  • Collaborative work, peer learning and knowledge sharing

Program Manager – Key Duties

Program Management & Sustainability

  • Responsible for the development, implementation, overall management, and growth of the Housing and Financial Services Departments toward sustainability and meeting neighborhood/client needs.
  • Responsible for ensuring the approaches and best practices of the Housing and Financial Services Department model are honored in program design, evaluation and implementation
  • Work in collaboration with the fiscal department to develop, revise and update program budgets and performance systems.
  • Responsible for administration of VITA Program
  • Develop and maintain program flowcharts, manuals, systems, and policies and procedures
  • Work in collaboration with management to seek grant opportunities and develop funding proposals.
  • Innovation to meet the dynamic and changing needs of the target population and staff
  • Other duties as assigned

Staff Management

  • Responsible for the hiring training, evaluation and overall supervision of staff.
  • Support staff in developing their Professional Development Plans, encourage and nourish their innovation and ownership of program outcomes.
  • In collaboration with Human Resources, develop job descriptions and effective recruitment and hiring.


  • Develop and maintain working relationships with program funders, partners, employers, institutions, and other not-for-profit organizations to meet client/neighborhood needs and ensure program success.


  • Responsible for reporting to program funders and other key stakeholders
  • Effectively utilize date and outcomes to drive program decisions and design, integrating the ROMA model and organizations’ Strategic Plan outcomes

  • Previous experience working with human/social services, grant writing, and community engagement.
  • Candidate must possess strong communication skills, excellent computer skills and attention to detail, model patience, respect and consistency
  • Must have or can obtain HUD certification for Housing Counseling within six months.
  • Must pass background checks
  • Minimum Bachelor’s degree in human services or related field desired
  • Hours: The Manger of Housing and Financial Services is a full time, exempt position who works during the regular business day and flex hours, as needed, for the supervision of evening or weekend classes
