The Primavera Foundation is a non-profit agency that has been providing pathways out of poverty and strengthening the Tucson community since 1983, through a variety of programs and services. One of these programs is the Primavera Homeownership & Financial Empowerment Program, offering services such as promotion, education (including Homeownership and Financial Education workshops), one-on-one housing counseling, financial coaching, information and referral for affordable mortgage opportunities, and assistance with the lending package/closing for homebuyers, all aligned with the National Industry Standards for Homeownership Education and Counseling.

The Housing Counselor guides homebuyers by providing individual counseling on home purchases, addressing financial challenges, exploring credit counseling and down payment assistance options, and collaborating with lending institutions. Responsibilities include developing action plans, analyzing financial status, and ensuring compliance with NeighborWorks America (NWA) and Housing and Urban Development (HUD) filing guidelines.

The successful candidate will be team-oriented, people-centric, and passionate about helping others succeed. They should be fast-paced, driven, highly organized, and detail-oriented.


(Work assignments may vary depending on the department’s needs and will be communicated to the applicant or incumbent by the leadership):

The Housing Counselor will ensure ongoing recordkeeping in compliance with Neighbor Works America (NWA) and Housing and Urban Development (HUD) filing guidelines.
Conduct follow up counseling sessions to participants, via phone, email, remotely and/or in-person to cover the participant’s situation, review of the action plan, financial analysis and credit improvement.
Determine the participant timeline completing all assigned tasks and overcoming obstacles to homeownership using status code (MR, NR, ST, LT),
Determine the participant eligibility for financial assistance, complete grant assistance documents, and provide lending and realtors options, loan package completion, and assistance with closing and funding files.
Coordinate with all necessary community resources to ensure that documentation is accurate, complete, timely, and satisfies all requirements and parameters of programs/services offered.
Complete statistical and analytical management reports to include information regarding counseling services, customer satisfaction, and outcomes data.
Conduct Homebuyer Education workshops, managing partner involvement in the classes.
Establish and maintain relationships with professionals in the industry, community partners, local government, and professional peers, to enhance participant’s access to other resources, and proactively stay informed about industry best practices.
Attend professional training to keep up with continuing education to maintain accreditation.
Interact and collaborate with others to achieve program goals established by Director of Homeownership.
Participate in monthly program meetings, one on one meeting with program director, and actively participates in monthly program quality process and production reviews to improve effectiveness and efficiencies
Participate in community events

Understand the structure of primary and secondary markets.
Possess strong knowledge of mortgage/home-buying and financing processes, including the ability to identify and compare different loan products and handle lending calculations.
Demonstrate detail-orientation to ensure compliance with regulations, parameters, policies, and procedures.
Showcase proficiency in database, spreadsheet, and other business software applications.
Highly motivated self-starter with strong project management, facilitation and change management skills.
Exhibit the ability to work effectively both independently and as a productive team member.
Maintain a flexible, adaptive, and positive approach in a fast-paced and constantly changing office environment.


One year of professional experience in the banking, mortgage, and/or lending industry.
Excellent math, verbal and written communication skills, including telephone and email.
Demonstrated proficiency with Microsoft Office programs (such as Outlook, Word, and Excel) and other office relevant software programs.
Minimum two years of experience with database/spreadsheet entry/maintenance/management.
Ability to travel to week-long NWA conference training sessions one or two times per year.


Bilingual – English/Spanish.
HUD Certified Housing Counselor certification or ability to successfully complete the certification within Three months of start date, with National Training Institute, Neighbor Works America (NWA).
Ability to obtain Housing Counseling Certification per National Industry Standards within 12 months.
2+ of experience in the mortgage industry or other relevant experience (underwriting, home purchases, income-to-debt ratios, title companies, etc.).
Knowledge of various down payment assistance opportunities available to low-income, first-time home-buyers and experience qualifying clients for respective programs
Community-based non-profit experience and success  working with individuals from diverse backgrounds.
Experience with counseling and/or mentoring consumer lending and financial programs
