BASIC FUNCTION:

The Housing Counseling Specialist is responsible for the coordination and the development of new housing opportunities and other community options.  This individual is also responsible for the timely completion and submission of applications to various current and future funding sources. 

QUALIFICATIONS: 

  • Minimum of two years experience in relevant research/administrative work in a housing or related setting.
  • General knowledge of and experience or training in housing development and its related funding sources.
  • General knowledge of financial literacy, money management techniques and business-related issues.
  • Demonstration of proficient public relations skills to be utilized in preparing funding proposals as well as addressing CAPE team members, Board of Directors, external community groups and funding sources.
  • Assist to formalize and package various agency programs for presentation to potential funding sources.
  • Computer literate.
  • Ability to blend and collaborate various funding sources.
  • Pass required drug screens and criminal history checks
  • Good communication skills
  • Some experience preferred
  • Licensed driver with proof of ongoing auto insurance coverage.
  • Ability to utilize agency’s Human Resources Information System (Workforce Go).
  • Bilingual/Spanish a plus. 

DUTIES AND RESPONSIBILITIES:

  • Attend corporation, agency and funding source trainings and meetings as requested.
  • Provide credit/budget counseling to household seeking homeownership or credit repair.
  • Provide Homeownership/Pre-Purchase Education individual and group trainings.
  • Responsible for undertaking research into housing needs and conditions.
  • Review of legal documents.
  • Attend trainings and meetings as scheduled.
  • Take and pass US Department of Housing & Urban Development National Housing Counselor Exam and obtain certification within 12 months of date of hire.
  • When on social media maintain a positive online presence. 

SUPERVISOR:  Director of Housing 

ACCOUNTABILITY:

The Housing Counseling Specialist is accountable to the Director of Housing for the effective fulfillment of duties set forth herein.  The organization structure and the evaluation system have been designed to: 

  • Work toward a unity of effort with the personnel and activities of the Community Action Program of Evansville and Vanderburgh County, Inc. (CAPE).
  • Establish a true understanding of the position of the Housing Counseling Specialist and CAPE’s Mission Statement.
  • Perform all other duties as assigned. 

EMPLOYMENT STATUS: Non-Exempt
